Brushed from Brushless Project failsafe "Failsafe Code"

Get functioning failsafe code running on test code.
Needs to include basic signal filtering ie: signal within 1ms - 2ms pulse length, everything smaller or longer is rejected.
Possible counter system for failsafe. While good_count <10, controller remains inactive. Use a plus/minus system to a floating count on good pulses.
