Karmic Alpha 6 Perl environment is not configured properly

Bug Description

Hello,

Sorry if I've reported this in error. Using tv_grab_uk_rt version 1.220 in
Mythbuntu 9.10 Alpha 6 I'm having problems with the configuration window in Mythbuntu, i.e. not running from a terminal.

It starts off with an error message:-

perl: warning: setting locale failed
perl: warning: please check that your locale settings:
language = "en_GB.UTF-8"
lc_all = (unset),
lang="en_gb.utf-8"
are supported and installed on your system
perl: warning: falling back to the standard locale ("C")
select which output format to use
Encoding:
0:UTF-8(unicode)
1:iso-8859-1(latin-1)
select one:[0,1(default=0)]

I queried this on the xmltv-users list and Nick Morrott replied:-

"That looks like your Perl environment is not configured properly by
the distro (LC_ALL needs to be set). Please see the following links

Howdy, and thank you for helping to improve Mythbuntu by opening this ticket.

This may be a duplicate of Bug #229699, although I am not 100% sure. locale setting seems to be a recurring problem with certain ubuntu installs... there are sporadic tickets, forum threads, and blogs that mention the issue every release over the past two or more years.

Long story short, I suspect this is a more general problem, not one specific to Mythbuntu. If someone thinks otherwise, please unmark it as a duplicate.
