Prerelease stuff consolidated

Today I've created a package with all the stuff in elementary OS which is used only in pre-release builds (desktop background with a disclaimer, "report a problem" launcher in the dock, etc). This will make them more manageable and we now can easily remove them when we'll be about to make a release.

It also enables Apport because it's disabled by default in Ubuntu since yesterday as they're preparing for shipping Precise Pangolin release.

The package is called "elementary-os-prerelease" and is going to hit the Daily PPA in an hour or two. Source code can be found at lp:~elementary-os/elementaryos/prerelease-stuff-package
