The administrator button in KDE Control Centre (kcontrol) does not work. When pressed, there is a "Loading" message and it hangs up after that. Clicking any other function after that causes the program, to abort.
The workaround
sudo kcontrol
spews error messages like
Error: "/var/tmp/kdecache-<username>" is owned by uid <user-uid> instead of uid 0.
but allows administrator tasks like font installation to be done.
Is there any reason why this problem recurs so unpredictably?
I am sorry, the problem has returned.

I would be glad to see it fixed once and for all.
Thanks.
