A possible fix for this, testers needed. If you are having this problem please download these
http://kubuntu.org/~jr/tmp/kdebase-bin_3.4.3-0ubuntu6_i386.deb http://kubuntu.org/~jr/tmp/kdebase-bin_3.4.3-0ubuntu6_i386.deb.asc
verify the .deb comes from me with gpg --verify kdebase-bin_3.4.3-0ubuntu6_i386.deb.asc
then dpkg --install kdebase-bin_3.4.3-0ubuntu6_i386.deb
then reboot and try to run a kcontrol module as admin.
The .deb is for breezy.
