Grammar Engine Uploaded

Written for The Wintermute Project by Jacky Alciné on 2011-02-06

I've uploaded the initial commit of the Panlingua engine.
I don't recommend branching it until it hits revision 4 or 5; as it needs a bit more supplementation.
